I'm sure that they could; I just doubt that they will. It also probably makes a difference if you're flying out of ALB or EWR in terms of the number of records that you'd have to cross-reference.

Then again, there's no way that these tags will stay attached to a bag as checked luggage with the straps that they came with so it is probably moot point.
