Just back from a weekend there and indeed only RAs get Club lounge access in addition to their normal upgrade. I booked an Exec King room using a BOGO and was upgraded to a suite on the 5th floor with full Club benefits.

As noted, PC status means nothing at IC branded properties. One must have Ambassador membership at the basic or Royal level.

That said, have also stayed at the HI Madrid and as a Plat each time upgraded from the lowest rated room (including 2for1) to a very nice corner suite.
