How about the many people who've never flown internationally ? What Primary Key would you assign them ? Officially I believe the airline has to verify your documents (at least when departing for the USA), despite what the database says... Having all airlines mix and match data based on a passport gives me the creeps, and would most likely also be considered a breach of several data protection provisions in several jurisdictions...
