You generally cannot change a name but you may be able to get the ticket price refunded. You don't need to speak with anyone specific ... just call the Delta ticketing number (or your travel agent if you used one) and ask. If you don't like the answer thank the agent and call back. You can also ask for a supervisor for mercy.
