The attempted shortchanging was a little more surprising. Never had a problem with that elsewhere in China. It happened more than once, so it didn't seem accidental.
Sorry to hear this, if you feel like you are being ripped off make a fuss. In general Chinese don't like trouble and will back off. And if they back off half way and try to negotiate, then you know they are cheating you and make sure you make a fuss.

I can't remember what thread, but there was a thread about getting scammed/cheated in China and there is a good section about taxis where I posted some good tips.
