That's wrong. All my AMEX cards issued in the UK are chip and pin. You will find it depends on the country.
IDC/IEC cards are issued and managed by Amex UK ... but none of them (including titanium Centurion cards) is issued with a chip until now.
I didn't have a single case where my Amex cards were not accepted due to the lack of chip. My cards simply don't have a PIN at all (I have an Express Cash PIN , but it can't be used to validate purchases) . If the point of sale requests a PIN, I simply enter 0000 .
