I haven't seen it lately but don't the CC 'lock' the WC doors from the outside for take off and landing? A very much airline specific thing. At BA, we don't as a rule lock doors for landing/take off. I do it sometimes if I am sat on the fold out seat at the back of an Airbus, only if it is a door that has lost it's spingyness and won't stay shut for landing etc...
In terms of if you were at the end of the runway or about to touch down, you would be told firmly to sit down.
