Odd. Did he have your DL as well?
My first thought would be noting down info for potential burglary (as a side job, so to speak). Especially if you "looked like" a good target (frequent flier/upgrade, good address, nice clothes or accessories, no ring (i.e. no spouse/kids at home)).
It's hard to imagine official activity in a handwritten notebook...
