By air, Vietnam does allow transit to another outbound international flight without having a Vietnamese visa. I know of people who have done this, at least at SGN. Laos normally offers VOA at its airports that have international incomings.
I thought you were speaking of land crossings in a pinch.

QV does not fly REP-LPQ daily, though they do to PKZ and VTE. Goodluck getting seats close in regularly, when others are trying to do the same it's highly unlikely. I still say getting to Laos is difficult if not impossible on little notice.
