The OP can certainly give an intersection as his destination. Not every taxi rider is going to a specific building. It's easy enough to say, "I'm going to Northern Boulevard and Little Neck Parkway in Little Neck, Queens." But it sounds like the OP did not even want to provide an intersection as his destination.

And, except for the point when the taxi crosses the city line, it should not matter whether the destination is in Queens or Nassau: the cabbie cannot refuse a trip to either place, and the taxi meter will be set to the same rate code upon entry into the cab, which makes me wonder why the cabbie was so insistent.
