You really do not need the second pasport. Few people who do this travel do anything other than ask for the stamps on paper. I have no idea what Indian procedures are. Since you are outside the US your application will be to a US Consulate. I do not know where you are, but the UK instructions are here:

They are almost identical everywhere but the consulate hours and days is obviously different in each country. These require a "statement in support of application...". That statement is the same everywhere and just states that you need to travel while your passport is submitted for visa processing. You then get a two-year validity identical passport to the one you already have. No restrictions. It costs $1110. That is the worst part.
