Glad you understand the reasoning why. This exact example is what I use when people ask the same question. Abusive spouses and custody. It sucks, but those are the rules. On the other side, I have watched many an agent break the rule, I would not be one of them though.
If the passenger wasn't on board, wouldn't you page him at some point, thus giving away the secret? Wouldn't the person asking the question be able to tell if seat xxx was occupied as soon as he got on the airplane, if he had a boarding pass also?
