It is because no one can use common sense that things like this happen.
It is like the whole 311 rule at security. Everyone knows that the reason for the 1 quart bag is to limit the amount of 3 oz liquids brought on board, but god forbid you use a bag smaller than a quart to hold a single 3 oz tube of toothpaste. Again, they are "just following the rules" like good little sheep. NO COMMON SENSE
