One way you could easily have solved the differences regarding rate acceptance with the hotel is by asking for "El libro de reclamaciones" if you find your case to be strong and the presented solution to be unsatisfactory.
Spain prides itself on its tourist industry, and "el libro" is an official complaint form where any hotel/restaurant/airline/car rental company etc. must submit a numbered copy of the complaint to the local tourism board.
Not many foreigners know of its excistence or its power, but on a few occasions (and always as a last resort) I have asked for it, and without exception, surprisingly, a satisfactory solution materializes instantly...
