Only sounds odd to a Yank who hasn't spent much time in what used to be the British Empire. This non-pejorative sense of "scheme," meaning "plan" or "program(me)," is standard in British English. Since Nigeria was a British colony for so long, that's what their usage is based on.
The concept of paying baggage charges with FF miles is interesting, though. Maybe US carriers could adopt it?
