Close. SSI and FOUO are both categories of SBU. SSI and FOUO are not identical. The difference between the two is SBU.
SBU = "We the Government don't want you the public to know this, but we don't want the expense of maintaining classified information."
I know they're not identical. They're at the same level, and that was my point.
