It's pretty common not to have a CAC... Lots of Boeing, Northrup, LMCO, etc employees are Gov't contractors but have no reason to need a CAC.
The issue my company has and the others above don't is that we are way too small negotiate rates with hotels. Those companies listed above have travel websites and have negotiated rates (equal to the PD rates) in most markets. So they get around Marriott not offering the gov't rate to them.
