I do not understand why a contractor with a CAC on orders can't use per diem rate at Marriott but a government employee on vacation can.
Lots of contractors don't have a CAC card. I work in an office on base and have one, but the remaining people on this contract work out of a company office just off base and none of them have a CAC. Just depends on the access required by your specific job.
