Actually, for places like Hawaii and NYC Marriott properties often put specific restrictions on gov room rates that they are only usable while on official travel. Kind of a risky play for someone to book a room with those restrictions and show up without the right documentation.
however there are plenty of ways to reduce that risk to almost nil
