You can turn off data connectivity pretty easily:
Settings -> Accounts & Sync -> uncheck the Background Data and Auto-sync boxes.
There is anecdotal evidence that some apps don't listen politely to this setting. There's a great (and free) app called APNdroid that puts a little widget on your home screen. Tap the widget, and it corrupts your data settings so no data can be transferred. Tap it again, and it restores things to normal.
