Hmm... I'm only skimming through this, but I think it says that the terms and charges for using the card have been changed (i.e. greater fees imposed). Above that, I think it says that the bank isn't accepting new applications for the card 本商品は新規受付を終了させていただいております.
I was able to withdraw cash with my "International Card" in Florence, Italy last week - It's definitely working.
