Worth paying for exit/bulkhead seat? 763 YYZ-ZRH

Elderly parents are flying A/C 763 from YYZ-ZRH
They like to have extra leg room to stretch their legs, and for ease of getting up and walking in the aisle.
Is it worth the $75 per person, each direction... $300 total that A/C wants to book these seats?
The seating map shows preferred seats available in 12 A,C (bulkhead) and 19 A,C (exit row)
I would pay for these seats for them, if it is worthwhile.
Is the leg room the same in row 12, and row 19?
I was thinking if it was, the exit row might be better because on seatguru it says the arm rest in row 19 would be movable, and Mom does like to lie on Dad a bit to try and sleep.
Would I be correct?
Any information at all concerning these seats would be greatly appreciated.
