As for transborder arrivals, there are lots of moving sidewalks on the upper level for arriving pax. Same goes on the international departures side. Are you sure you have even been to YUL?

AC has it worked out that you do not reclaim you bags and transit customs. Upon arrival at the customs hall make you way to the far left side, where there is a small desk for international transfers. I have seen it un-staffed frequently but there is a little office next to it so perhaps the dude hides in there sometimes? YMMV I guess.

However, since LGA is an airport that suffers frequent delays for ATC and other reasons, the OP should plan for more time.
