In your case, I would compile your receipts for incidental expenses and submit a receipt to Air Canada, regardless of whether is was authorized in advance or not. There is some information for this on their website:

How to claim interim expenses

If you were authorized interim expenses by an airport agent or the Central Baggage Office Call Centre, you may request your reimbursement by providing Air Canada Baggage Claims (see contact information below) with the following documents within 21 days of returning from your travels:

•Your completed Baggage Declaration Form or a letter summarizing your claim for compensation;
•All original receipts;
•Your WorldTracer File Reference Number;
•Flight information and passenger names; and
•Baggage tags and boarding passes.
Thank you for the PM. Without sharing too much information, your situation is such that you travelled Country A -> Canada -> Country B. Other airlines do offer service between Country A and Country B, but there is no non-stop service between the cities involved.

I was originally thinking that it might have been a case where you were flying from somewhere like Europe to the Caribbean where the only alternative would have been to fly your luggage via a 3rd country such as the USA. I was thinking that perhaps AC decided not to transfer the baggage to another airline due to concerns about having the baggage clear customs, etc. in this other country. This is not the case here.

A good suggestion is to have a credit card with delayed baggage insurance. Last year I travelled with my wife to PHX. Our bags were delayed more than 24 hours (only needed to be delayed 4 hours for credit card compensation). My wife had planned on doing some shopping in PHX, so her shopping trip became a subsidized one!

While in this case you were right that the cities involved probably weren't material (although I can't say that this is definetly the case), it is always helpful for others if one can offer as much information as possible. This forum has many threads where posters have held back information (thinking it wasn't material), and when the information finally comes out, the information ends up being a game changer that helps understand what actually happened.
