The letter to AC was about returning my luggage in a timely manner & how AC informed the passenger of one thing (expediting the luggage via another carrier) and then did something completely different (kept it on AC metal). It didn't specifically request $$, as that's not the primary point - every passenger deserves the to be told the truth so they can plan accordingly.

OP
While I can appreciate your hesitation to not post specific details on a public board, it is very hard for us to provide you with advice/feedback in your situation. Without knowing the cities/airports involved, we can't really get a feel for the issues that may have been involved?
For example, without knowing what the origin/desination cities were, we can't tell what other airlines fly similar routes (are there other airlines that fly the same routes, if so what is the frequency), or will the bags have to be rerouted via multiple cities/airlines to get to your destination? I've heard stories in the past where AC has chosen to keep the bag within their possession for delivery (if they have a non-stop flight) rather than risk the chance of it getting lost again by routing it via other airlines/airports.
Other things can possibly impact things (not that they should). Are the cities involved staffed by AC personnel, or outsourced, etc.
By providing the cities involved, you can shed much more light on the situation. You may very well have been told the truth; the plan may have originally been to reroute your baggage. That plan may have been changed; we won't be able to make educated guesses unless we know more...
