Windsor is one of the best towns in the world for a tourist; Windsor Castle is one of the best tourist attractions in Europe, not just the UK. After you tour Windsor, you walk down to the landings on the Thames, and you take a boat down to a landing just outside the entrance to the race course.

All things considered, Windsor is looking like the choice for me on this upcoming trip. Visit the city during the day (or half-day) and then head to the track for the evening. Of course nothing is set and Ascot (maybe even Newmarket now) are still options.
I am still looking for the starting time for the evening races at Windsor....
