Most folks want to get from point A to point B as quickly and directly as possible, and that's doubly true with respect to the ex-IAD TATL market. The government and business types that frequent these flights simply won't go for a connection - the government is directly or indirectly picking up the tab, and these people don't have the time to waste making connections when the marketplace is providing good nonstop access options.
If forced to fly the govt contract carrier from WAS you are likely to travel to TLV via PHL on US as I recently did.
