This is assuming the business has cash laying around to do so. Not every business can do so. Plus how much time do you want to spend calling each vendor and negotiating a cash discount, then making sure that happens for each purchase? Using a CC for purchases gives you the month float on purchases, you get the points/miles, and helps streamline the accounting for billing and payments.
