That's why I use Shinsei Bank. No fees for off network ATM usage. They will refund you for any incurred charges if there are any.
And their ATM cards are international, although they charge nominal fees for that. (Plus network, I think? I'll have to look at the back of my card when I get home.)
I used to have a JP Bank account for the international bank card, because they didn't charge fees for it; alas, that service was discontinued during privatization.
