Not a good idea to have TLV on the same itinerary as a country that doesn't recognise Israel diplomatically.
Not sure how/why RJ have filed a through fare for TLV-AMM-RUH!
In manual fare construction, if someone really needed both TLV and a non-friendly Arab point on the same itinerary, we would have to use LCA or AMM as the construction point and make it look like they weren't going to TLV - or the TLV coupons would be written on a separate ticket so as to hide it. I was taught how once, but I've never had to do it. I'll have to check on that...
I think I looked at doing DXB-AMM-TLV once - RJ seemed to have fares in that direction but not the other..
