For us at least, the rows directly before and after the exit rows are problematic as we are not permitted to have car seats in these rows. That is likely what caused the seat change request.
Makes sense, at least for the row forward of the exit row. The seats are designed to fold over when pushed forward to allow more room for movement (yes, they really do--I've tried). If the row in front of the exit row had a car seat, that would interfere with the ability to push those seats down flat, thus restricting the space in the exit row.
The seats don't fold backwards, though (other than normal recline), so I don't get why there would be a restriction on car seats in the row behind the exit row, unless they don't want babies throwing up on passengers climbing out the exit window...
(Come to think of it, maybe they don't want a car seat flying forward during an impact and restricting the route to the exit. That actually kind of makes sense...)
