There will be slack in the turnaround time which can be used to catch some of this back so the figures ex GRU are not so bad.
Yes nice thinking. A quick trawl mof ontimes ex India China (my markets from GRU) Egypt (over the last two months) Addis and Nairobi into Dubai does not show lower ontiimes this quarter to date, though I recognise that you hypothesis still remains valid... I wish I had data for the last four months of 2010 as well, but I dont.
