What happens to the taxes on unused expired tickets?

There are taxes of all sorts added to ticket prices, sometimes very high when traveling abroad with many plane plane changes.
If the non-refundable ticket is ultimately unused one would think the taxes should be refunded. And if not refunded - do they really end up at the taxing authority?
