That's not what the rules on the SAS web page say:
"Snow ski and golf equipment
Even if skis & golf equipment exceed the general baggage dimension of max 158 cm, it may be considered one ”regular piece” and may be included in the free baggage allowance.
If exceeding the free baggage allowance a flat rate applies for Snow Ski and Golf equipment."
Also it seems that the knowledge of the check-in agents varies greatly on this. I also asked, and first answer was that skis always cost and when I disagreed, the agent checked the manual and changed her opinion into "free if within the baggage allowance".
Even then she claimed that you'd have to pay a separate fee for skiboots (even if already paying for skis), even though the SAS page clearly says that the fixed "ski fee" includes a separate bag for boots and/or helmet:
"Snow Ski equipment
Each ski cover may include your skis and ski sticks or your snowboard. The weight of the ski cover shall not exceed 12 kg, if it does, excess charges will apply.
You can also bring one pair of ski boots or snowboard shoes in a separate boot bag and a helmet. To protect your skis we offer special plastic bags at check-in for 40:- SEK (Free for Economy Extra/Business)."
Probably better to have a printout with you, especially for the outstations.
