Absolutely. Passport control in GVA, Customs in BCN (only if you're targetted, no custom card is to be filled out). Your luggage will be tagged and checked in all the way to BCN and no need to pick it up and recheck it in in GVA.

GVA is pretty small, it will be pretty smooth, so you'll clear passport control downstairs, as you'll arrive at the C gates, and you'll have to clear security to go upstairs as with everybody who is arriving from outside EU for departures to the A gates (Schengen), . If you're towards the front 10minutes I'd say are enough.
