Since DCC is optional and needs the card holder's consent, I advise you to contact the hotels and have them reverse the charges. If they are unwilling to do so (which I seriously doubt within the EU), I would have your credit card issuing bank reverse the charges and complain to IHG customer service. The hotel has no right to use DCC without your consent.

Furthermore, there are many, many other threads here on FT about DCC (scams). Shame that some ICs now also opt for this scam.

Edit: Certainly, if you haven't read the fine print and signed DCC on the cc slip, then you have no real chance to reverse the charges. For the next time, just pay attention whether the amount is xxx EUR or xxx GBP - and never sign if it is not your home currency.
