Yes, some places the Federal Rate is not so good (Seattle, e.g.), while other places it is very good. As far as using gov rate when not on business, it is good to check with the individual property, but in my experience, Homewood Suites have told me that they honor the rate for gov employees whether on business or on vacation. Best Western's corporate policy is the same, while Holiday Inn Express has told me the rate is good for gov business, only. Some properties are lax about checking ID and some always check.
