the Canadian government doesnt care at all about the antitrust JBA/ revenue share agreement between AA and JAL. All they would see is an AA metal flight. So they wouldnt allow it. Until the US allows Canadian carriers to have fifth freedom routes, Canada wont allow the US carriers.

even if they DID have the authority, AA wouldnt do the route, i'm sure.

No, AA was only approved for JFK-HND. They did also apply for LAX-HND, but they only received the JFK one as the LAX slot went over to DL

There are only 4 slots available for US carriers to HND and the winners were:
DL: LAX and DTW
HA: HNL
AA: JFK

AA is having a tough time selling JFK-HND due to the departure time at HND being 6:40AM when there's an empty void of public transportation options to HND from 12:00 midnight to 4:30AM. Poor planning as always by AA IMO, it should've been early morning arrival/late evening departure HND, which currently NH does for it's HND-LAX flight and is doing relatively well compared to other HND flights.
