They already have.

Gambling winnings are not taxable in the UK, it's as simple as that. If they were taxable then obviously a lot of people would be offsetting gambling losses agains their tax liabilities. If winnigns were taxable then it stands to reason that you can claim back tax bases on your losses. There would be a lot of taxes being claimed back!
You can also bet your life that as far as HMRC are concerned I would suddenly turn into a 'professional' gambler that is always losing
