When I've checked hotels in San Francisco and New Orleans recently there were different rates for Federal and State employees (and the pop-up window gave details of who qualified). I called the Hilton reservation line when I booked the state government rate at the Hilton SF last year and was told that they were offering the rate to all state government employees; previously it was only to California state employees. I haven't checked lately though as the rates have not been available at the properties I wanted.
