It is not saying that. It is saying that to get 1400 BA takes 1000 MR. There is no transferring into Amex Membership rewards. It is not possible.

The reason it is set up like that so that once yo see how many BA miles you need for a specific flight etc. you can go there and it will calculate how many points you have to transfer.(It actually says "reverse calculation" and not "reverse transfer")
