Interline baggage agreements are totally independent of marketing alliances and have long existed before Star Alliance and Oneworld existed.

One of the reasons why Star Alliance and Oneworld exists is to mislead consumers into thinking that they must "fly within the alliance" in order to get benefits such as "multiple airlines on same ticket", "baggage through check in to other partners etc." etc. so that they would stick to flying only airlines within a certain alliance.
