Rates are typically set up as Federal or State (very few instances require a County designation) at the hotel. In my experience, these often vary (hence the two designations). If the demand at a respective hotel is high enough, one if not both may not be available (in most cases neither has LRA).
As has been already stated, the ID requirements are/should be stated in the Rate description and eligibility text. The Federal government, along with some states, are very strict on guidelines that must be followed for the hotel to extend the negotiated rate. This is due to ensuring that the rate is available for 'true' government business and to try to avoid the rate being yielded.
