I don't think Amex ever intended the benefit to work the way described; but did not in the past have it spelled out clearly enough for their staff. The result was that it was luck of the draw when it came to the agent taking the bookings.
It sounds like they have done some internal training or better documentation about the way they intended the benefit to work.
