Actually just checked and the infant ticket should be less than $100. Whoever you checked with probably looked at 10% off the full Y fare when it should be off the fare you are paying. I priced out a W fare IAD-BRU-IAD for 21 Feb - 28 Feb and the adult fare AI was 851.40 and the lap infant AI was 92.60. Try calling again and hope to get someone competent.
