I think it might be brining it more in line with AA, who let you check 2 pieces in all classes, however, I have heard that AA are changing there policy so that in economy, only those on a fully flexible ticket will have the free extra hold luggage.
AA only (or at least almost only) operate flights to, from or through TC zone 1 (the Americas and certain Pacific islands) where the standard allowance is and has to the best of my knowledge almost always been 2PC.
BA does not.
