I have the same situation as you - UA ticket (SFO-ORD-MIA). Switched to CO (IAH) to avoid IRROPS. CO then canceled all IAH flights and will not let me to re-route to US (UA can't do anything as CO has the control of the ticket).

Ended up 2 hours with 1P Reservation with limited result (1P Desk ended up using my mile to hold SFO-IAD-MIA F Standard Award to make sure I can make the trip - would reimbruse as much as they can. Luckily I made the flight to EWR in the last minute (and extra EQM Bonus - CO GA rebooked me on Y and Z).

Please, please, please, write this in. They need to hear this is an ongoing problem.

Does anyone know of a Star Alliance escalation or enforcement COntact? CO needs to be reported for this COntinued behavior.

Also, was this the SFO station that denied you rebooking? I wonder if sfogate knows who this person is who denied you rebooking.

Night and day, my friend. Don't expect anything you would usUAlly expect out of UA.

IME, CO agents have their hands tied far more than UA agents, and many refuse to use other airports or carriers. It's terribly inconsistent, and it may take going through several calls or agents to get something satisfactory.

Some luck out and get a good agent on the first try. Others, not so much.

My worst CO IRROP was when they quoted me a change fee to rebook after a diversion.
