For the most part, the U.S. airlines traditionally have had larger carry-on dimensions and more lenient restrictions than Canada. And, still do.

The luggage companies are aware of these rules and are supposed to work within the limitations. That is why there are so many supposed carry-on cases presently that would be allowed on U.S. airlines, but not on the Canadian or European counterparts.
