Most phones in Japan to my knowledge are sim locked to their individual carrier (eg Softbank phones are locked to softbank).

My suggestion is don't try that. My boss put a softbank and docomo SIM into an HTC Diamond and end up getting some crazy bill even he has the data plan on respective companies.
