Disclaimer: IANAL.
As I understand it, the law is actually written the other way around. Pistole may choose to approve an application to use outside contractors, if he has assurances that the outsiders will meet certain standards. But he may be under no obligation to approve any applications at all.
In short: the default answer is "no", and he doesn't have to give a reason for saying "no". At least ... until this bill passes, perhaps.
